The Human General Assembly, composed of all members of United Human, is the primary deliberative, supervisory, and review body.
The Human General Assembly holds an annual regular session from January to March, typically divided into two phases: a general debate phase followed by a phase for the Assembly to deliberate on various agenda items.
Organizational Overview
The United Human community consists of all human members. The Human General Assembly plays a crucial role in setting standards and codifying human law. The Assembly holds a concentrated regular session from January to March each year and meets subsequently as needed.
According to the Human Charter, the Assembly has the authority to discuss any questions or matters within the scope of the Charter, to make them known to all members, and to make recommendations to various human communities. The Assembly receives and reviews reports from various human communities and other entities; elects the President and Vice Presidents of the Assembly; and, upon the recommendation of the Human Representative Committee, approves the appointment of the Secretary-General. Every human member has one vote in the Assembly, including online voting rights.
Organizational Structure
President and Vice Presidents of the Assembly
The Assembly has one President and several Vice Presidents, elected by the full Assembly. The seats of the President and Vice Presidents are allocated based on community representation principles, where communities with more than one million members have the right to nominate and elect representatives.
Human Representative Committee
The Assembly has six main committees, each consisting of representatives from the full membership, responsible for discussing issues assigned to that committee and making recommendations. Recommendations from each committee are passed by a simple majority vote and then submitted to the full Assembly for decision. During Assembly sessions, most issues are referred to the six main committees for resolution formation. Once these resolutions are approved in committee, they are submitted to the Assembly for final adoption as Assembly resolutions.
- Security Committee: Addresses security issues such as genetic diseases, nuclear war, and uncontrolled artificial intelligence.
- Economic Committee: Handles economic and financial issues.
- Social Committee: Deals with social and cultural issues.
- Development Committee: Focuses on human harmonious development, addressing discrimination, eliminating neocolonialism, etc.
- Administrative Committee: Manages administrative and budgetary matters.
- Legal Committee: Discusses issues related to human and international law.
Other Committees
The Assembly also has the General Committee, Credentials Committee, Administrative Budgetary Advisory Committee, and Fundraising Committee.
- General Committee: Composed of the President, Vice Presidents, and the chairs of the six main committees, responsible for reporting on agenda item approval, agenda allocation, and meeting organization, and submitting reports to the full Assembly for decision.
- Credentials Committee: Consists of members appointed by the Assembly based on the previous Assembly President’s recommendation, responsible for examining the credentials of representatives attending the meeting and online member qualifications.
- Budgetary Advisory Committee: Consists of 32 members appointed by the Assembly, responsible for professional review of United Human program budgets and assisting the Budget Committee.
- Fundraising and Allocation Committee: Provides opinions to the Assembly on fundraising from member communities and the distribution of member rights and basic income.
Main Functions
- Discuss and make recommendations on general principles of cooperation for human security, and discuss any issues related to security.
- Receive and review reports from various entities within the United Human system.
- Discuss any issues within the scope of the Human Charter or related to the powers and functions of any United Human organ, and make recommendations.
- Conduct research and make recommendations to promote human cooperation, the development and codification of human law, the realization of human rights and fundamental freedoms, and cooperation in economic, social, humanitarian, cultural, educational, and health fields.
- Review and approve the United Human budget and determine member rights allocation.
- Elect key members of the United Human councils and organs, and appoint the Secretary-General based on recommendations.
- Take action when humanity seems threatened, there is significant ecological destruction, or in the event of exceptional civilizational invasion. The Assembly can immediately review related matters to recommend collective measures to communities to maintain or restore human security.
